Sweden has seen a recent spate of under-18s being groomed and recruited online by organised crime groups to carry out serious crimes, including contract killings. The government is considering lowering the age of criminal responsibility, as well as sending minors to adult prisons rather than juvenile detention facilities. The debate is resonating far beyond Sweden, raising difficult questions for justice systems and societies across Europe. But is a tough-on-crime approach effective, or does it simply mask deeper problems?
