For nearly a quarter of a century, the International Criminal Court (ICC) has symbolized the hope for a world where even the most powerful leaders would be held accountable for their actions. Today, this permanent institution is in turmoil. In March 2023, it made a significant move by issuing an arrest warrant against Vladimir Putin. A year later, Benjamin Netanyahu and his Defence Minister, Yoav Gallant, were targeted for war crimes and crimes against humanity in Gaza. These are historic decisions, but also ones that expose the ICC to unprecedented retaliation.
